Dave Hardy spoke on Congressional Implementation under Section 5 of the 14th Amendment. Many of the young scholars at the Scholars Seminar were too young to remember what it took to enforce Brown. If the Executive branch doesn't want to enforce what the Supreme Court has said, and if lower courts want to ignore what the Supreme Court has said, the other avenue is Congress. | ||||
